During the 1960s and 1970s, the charge that birth control and abortion were integral elements of a white genocidal conspiracy directed against African Americans was heard with increasing frequency in Black communities. The genocide theory was often supported by spokesmen for Black nationalist and revolutionary groups, but suspicion of family planning programs was not limited to them. This book provides an analysis of Black leadership opinion on birth control, with debate over the desirability of limiting the Black birth rate traced back to the turn of the 20th century. The dispute initially arose between those who believed in the strength of sheer numbers and others, such as W. E. B. DuBois, who argued that quality and not quantity were of utmost importance in the Black population. The book also addresses the sexual exploitation of enslaved African Americans during the antebellum period, and demonstrates that it did not end with Emancipation. These arguments are essential to understanding the roots and rationale of the genocide theory. (Adapted from review of an earlier version, published in the journal Demography, November 1973)
